HIMSS NCA Chapter is lucky to have a Board of Directors who is dedicated to making the Chapter successful, through terrific programs, opportunities such as Charity and Scholarship, Membership and Outreach, and Advocacy activities. President:  Diana Ceban is a consummate business development professional with over 12 years’ experience in business development, marketing, and management. Diana currently serves as a Director, Business Development at Science Applications International Corporation (SAIC). Mrs. Ceban focuses on the federal healthcare marketplace with an emphasis on Health and Human Services (HHS), and the Veterans Affairs (VA). Prior to joining SAIC, Diana held positions with other organizations focusing on Health IT, background investigations, and market intelligence. Diana also served as a Program Manager on the CIOSP3 Small Business vehicle managed by National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC).

Diana brings a consistent record of successes in managing projects, staff and teams. As a manager, she creates a team environment that produces quantifiable results. Diana exudes high level of energy and enthusiasm, which enhances morale. She has excellent communication and management skills in addition to setting appropriate priorities.

Diana has been an active member of the Healthcare Information and Management Systems Society (HIMSS) – National Capital Area (NCA) and held positions on the Board of Directors and Programs Committee. President-Elect/Vice President:  Laura Bennett is a Director at Ventech Solutions. Laura is an expert with a proven track record in the Federal healthcare marketplace with over 10 years’ experience in marketing and business development.  Before joining Ventech, Laura worked for a commercial Business Processing Outsourcing (BPO) company, where she pursued and won the company’s first federal healthcare contract within the Defense Health Agency. In another previous engagement, Laura diversified a successful 8(a) company’s client portfolio by winning its first contracts within FDA and HRSA. Since 2010, Laura has been a tremendous support to the HIMSS NCA Chapter acting in a variety of volunteer functions. Laura currently serves on the Board as the Vice President/President-Elect. Previously, Laura served as the Acting Programs Chair (2015-2016), HIE Liaison (2014-2015), Co-Chair for the Programs Committee (from 2012 to 2014) and is a Programs Committee Member since 2010. During the 2015-2016 as Acting Programs Chair, Laura maintained the successful continuity of the programs through changes on the Programs subcommittee leadership while piloting new event formats and maintaining strong attendance at program events. Secretary:  Suzanne Charleston is a seasoned Federal government business development and capture professional with LexisNexis and has over 15 years in healthcare.  Her primary focus is on Department of Health and Human Services (HHS); the Centers for Medicare and Medicaid Services (CMS), and HHS Operating Divisions (OpDivs) to include the NIH, CDC, FDA; the Department of Veteran Affairs (VA); and the Defense Health Agency (DHA).

Suzanne currently serves as the Secretary for the HIMSS NCA ​Board of Directors and previously served as the Sponsorship Chair and is active in both local and national HIMSS events and activities.  She also serves as the Speaker Chairman for the National Contract Management Association (NCMA) Woodlawn Chapter that focuses on contract areas pertaining to the Centers for Medicare and Medicaid Services and other government agencies.

Treasurer:  Darrin Washington is a seasoned professional with 30 years of IT industry experience including over 21 years of business development experience within the DoD and the Federal Civilian sector. Darrin is currently a Vice President, Client Executive for CACI International, specializing in the Defense Health Agency and Veterans Administration. Over the last 17 years he has focused on the government healthcare industry. He has extensive relationships within most federal healthcare agencies and has developed a skilled understanding of the federal health marketplace. Darrin has also served as an officer on the Board of Directors for the Health Information Managers Systems Society, National Capital Area Chapter (HIMSS) for 10 years. He is also active in the Information Technology Association of America (ITAA), Armed Forces Communications and Electronics Association (AFCEA) and the Industry Advisory Council (IAC). Programs Chair:   Mark Kasuda is an experienced executive who has supported the professional services and software needs of multiple government agencies including the IRS, HHS, SSA, and DOD for more than 15 years, Mark assists clients with pre- and post-award strategic solutions in the areas of Agile, Workforce Management and Life Sciences.

Currently at Eliassen Group, Mark is responsible for driving and supporting major account opportunities to Federal customers through high level planning, networking, teaming arrangements and reviews. Providing strategic business development through both pre and post award solutions. Eliassen Group is a leading IT talent acquisition and consulting services firm with practices in Agile, Government Services, Workforce Management, Accounting / Finance and Life Sciences. While at Pitney Bowes Software, he was an Enterprise Solution Account Executive within a leading Software Technology and Solutions company. Responsible for building, solidifying and maintaining positive relationships with new and existing Government clients supporting HHS and SSA to ensure sales goals and revenue objectives are accomplished. Pursue new business by contacting CIO’s, IT Directors, Program Directors, Business Development Managers and other assigned prospects. Manage team of technical Solution Engineers/Architects who are also responsible for driving revenue and identifying appropriate solutions to meet each account’s requirements. Manage multiple accounts and client contacts. Prior to Pitney Bowes Software, he worked for TEKsystems, Inc. where he was responsible for developing and executing account specific business development/sales strategies that drive target revenue and margin objectives within CMS and IRS.  Direct management and development of two technical recruiters. Actively prospect and cold call new customers supporting HHS. Negotiate and implement NDAs, teaming agreements and service agreements for IT staffing and services with each account’s Subcontracts/Contracts, IT department, Procurement, Vendor Management and Human Resources (HR) managers. Attended industry networking events, industry briefings, and user groups to maintain knowledge of human capital trends and IT sector changes. Manage up to 42 information technology professionals at various client sites. Facilitate new account manager training with corporate development team.

Sponsorship Chair:  Tony Meyer  is a seasoned professional with years of experience working closely with the Federal Government collaborating on health IT sharing initiatives, healthcare-related IM/IT projects, and working on policy issues concerning information technology and information systems, including strategies to foster teamwork between Federal Agencies, Industry and Academia. Mr. Meyer has been responsible for advising C-level government officials on how Federal healthcare policies would affect all facets of the Military Health System (MHS) and for developing strategies to work with Government officials to craft solutions that would benefit Service members and their families. Post DoD, Mr. Meyer has become a leader in developing qualified pipelines of Federal and Civilian opportunities; taking ownership of business development review processes, conducting reviews, and participating in bid/no-bid decisions.  Mr. Meyer is highly skilled in bringing and developing industry relationships and leveraging them to qualify business opportunities; initiate capture activities and develop campaign plans outlining vision, objectives, strategies and tactics to ensure a competitive proposal.  As an active leader in multiple federal healthcare volunteer communities, he has solidified a significant network of key industry relationships with federal customers, large and small businesses, and academic institutions.  Tony’s LinkedIn profile: click here

Advocacy & Community Chair:  Dan Blum a retired Army officer, is an independent consultant in the Washington DC area and has been active in HIMSS since 2003. Upon his retirement from active duty he was selected to serve as the Lead Consultant to the “President’s Commission to Improve Cooperation Between VA and DOD.” After that eighteen month assignment he became an independent consultant working with government and industry in the areas of federal health care and research. While his background is in health care financing and managed care policy his passion is using health information technology to move information…not patients. Advocating for enabling HIT is his focus. He has been active at the local HIMSS chapter level and nationally, having served as the first national Chair for HIMSS State and Chapter Advocacy. He has served on numerous national HIMSS committees and workgroups addressing policy issues and represented Diamond Member companies on the HIMSS Government Relations Roundtable. He has been a presenter at numerous national meetings including annual HIMSS Conferences. At the local level he has served as Chapter Program Chair and most recently as Chapter Advocate. Dan attended the Army’s Comptrollership Program (MBA) at Syracuse University/Maxwell School of Government, in 1984, and later completed a RAND health policy fellowship. Membership and Outreach Chair:  Antoinette Williams, MBA, CPHIMS, the current HIMSS NCA Membership Committee Chair has over 30 years of combined experience in Health Information Technology, Health Policy and Health Plan Operations.   She has an MBA from Loyola College in Maryland a B.S. from University of Maryland Baltimore County. As Director, Managed Care for Carefirst -Blue Cross Blue Shield for over 16 years, Ms. Williams led and managed the very successful people, process and technology integration of Carefirst’s acquired Health Plans within the Mid-Atlantic Region.  In that role, she was responsible for several Managed Care focused strategic IT initiatives including: the development of a “state of the art” contact center and the related technical infrastructure, a claims processing system consolidation initiative, and the selection, enhancement and the integration of several enrollment and payment processing systems. Ms. Williams has spent the past 16 years as an exceptionally successful IT portfolio management executive supporting Federal health Information technology clients for two publicly traded companies in the National capital area (CGI-Federal, formerly AMS and Northop Grumman Systems Corporation).  Her primary client has during this period has been the Centers for Medicare and Medicaid, CMS, Office of Information Technology Services.   She has managed over 25 very successful IT programs supporting that agency.   Most recently as Director, CMS accounts at Northrup Grumman Corporation, Ms. Williams has successfully led the implementation of among others the HITECH  Program, CMS identity Management technologies,  CMS Security,  the EHR Incentive Program, the National Fraud Prevention System (FPS),  the Medicare Part D  program systems, Medicare.gov, and the ACA Enterprise Eligibility and Entitlement System supporting the Federal Health Insurance Exchange. Williams Consulting LLC, a Woman Owned, 8(a) and SBA Certified HUBZone Health IT and Management Consulting firm focused on Health IT and Healthcare Management consulting.   Our clients have included contractors supporting CMS, CDC and SSA as well State Health Insurance Exchanges and Hospital System based Population Health efforts.   HIE Liaison (Acting): Pawan Kohli is a healthcare IT executive with nearly 20 years of    combined technology, healthcare, and business leadership experience. He has helped  major hospital networks and healthcare organizations to improve performance and  capabilities while increasing their responsiveness to ever-changing market and regulatory  conditions through the use of technology. His track record of repeatedly and successfully tackling new obstacles, directing teams in solving complex issues, and driving technology innovation has enabled healthcare organizations to gain a competitive advantage in the market. Pawan has served on the HIMSS NCA board since 2015 as the acting HIE Liaison and has been involved with Membership and Outreach committee since 2014.  He is currently nominating himself for the 2016-2017 HIE Liaison and Sponsorship Chair roles.  Pawan brings a deep domain knowledge of HIMSS NCA and relationships with the NCA Board and will focus on increasing sponsors and advancing your business success for the healthcare IT industry and to bring healthcare IT to the next generation of sophistication. Pawan was instrumental in securing a multi-year capital budget of $30M+ and created a comprehensive technology strategy roadmap to completely modernize the IT infrastructure, core applications, and healthcare technology services for a large Northeast Georgia Health System. Highlights of these programs included the replacement of the legacy EMR solutions with the Cerner Millennium platform, the improved performance of the Radiology PACS system, the implementation of Lawson ERP, the launch of desktop virtualization, and the deployment of a unified ambulatory software across the entire healthcare network. In addition, Pawan’s leadership in business process improvement resulted in the formation of a PMO office with formal change management processes, service level agreements, and regulatory compliance standards. Pawan is a dynamic senior leader with a unique depth and breadth of experience. His bold, adventurous style, evidenced by his climbing of Mt. Kilimanjaro, has helped to create a culture of innovation wherever he goes. He is matriculating through his MSc in Information Assurance from the University of Maryland University College and holds a BSc in Information Systems Management from the University of Maryland College Park. Immediate Past-President:  Barry Dickman has been an active member of the HIMSS-NCA Chapter since 2008. He’s a tech-savvy business executive with 25+ years of success in organizational leadership, organizational improvement, and general management in government, business, education and not-for-profit sectors. Barry is a cross-functional leader who energizes and managed the successful delivery of consulting services and information technology solutions to the Federal and commercial markets. He has an established track record of leading major business and technology initiatives. He’s an effective communicator, trusted advisor and confidante who has demonstrated his ability to train and mentor future technical/program leaders and drive improvement in human capital performance. Barry’s volunteer community interests include the role of Immediate Past President, Board of Directors for the Federal Bureau of Investigation (FBI), Washington Field Office (WFO) Citizens Academy Alumni Association (CAAA). The CAAA is a community based 501(c)(3) non-profit organization, distinct and separate from the FBI, dedicated to working with the FBI to enhance the quality of life in the Washington DC metropolitan area. The goal of the organization is to foster relationships and understanding between the FBI WFO and the community to improve the FBI’s ability to solve & detect crimes. The CAAA funds several important programs in support of the WFO Community Outreach Program including the Junior Special Agent, Adopt-a-School and Mentoring programs in the DC metro area public schools. These programs focus on at-risk students at seven adopted schools and hands on opportunities to interact with the students, guide them, foster a positive environment for learning, and model positive behavior.

Barry’s entire career has been in the healthcare arena. He served as a Senior Executive Consultant with AEGIS.net, Inc. a CMMI Maturity Level 3 rated, ISO 9001:2008 certified small business and premier provider of Information Technology consulting services to Federal Civilian, Defense and Commercial sector clients. Barry is a hands-on leader with deep experience in a variety of business, healthcare and information technology (IT) projects. He has held senior-level positions at various organizations helping to create business solutions that help meet the healthcare industry's top challenges and brings extensive experience, functional knowledge and management skills to all consulting assignments. He has authored numerous articles and newsletters. Barry holds a Bachelor of Arts from the University of Maryland, as well as a Masters of Health Services Administration from The George Washington University, School of Business and Public Management.

Past President / Member at Large: Marcia DeFalco is part of Accenture Federal Service’s health, business development leadership team responsible for Department of Health and Human Services’ (HHS) operating divisions with a primary focus on the Centers for Medicare and Medicaid. She has nearly 30 years experience in health and technology industries in leadership roles at companies serving national and international commercial, military and civilian health customers. Prior to joining Accenture, Ms. DeFalco was the senior business developer for General Dynamics IT building the health practice over the course of five years. Here she helped to win new contracting vehicles and contracts and supported the newly acquired company, ViPS, in building its federal health business. Her military health consulting experience includes support of Military OneSource, the Military Severely Injured Center, Tricare Online’s Centers of Excellence medical appointment pilots, as well as Tricare Management Activity (TMA) work to create an integration model that allowed five divisions to implement customer service support for $28 billion in newly awarded contracts. In the commercial sector, Ms. DeFalco was a senior marketing executive for two regional healthcare systems. Her department provided support to numerous product lines including cancer treatment centers, women’s healthcare centers, substance abuse, mental health, emergency treatment, occupational health, home health, cardiac and diabetes programs, internal medicine and family practice residency recruitment efforts, and four, freestanding primary care clinics in the third largest US healthcare market. In addition, Ms. DeFalco was the senior marketing executive for two international teleconferencing companies where she stood up a product development department that received industry awards for innovative new offerings. A number of the new products and services were customized for different segments of the health industry including Reservationless PlusRM and www.IRCall.comRM . Ms. DeFalco and her staff also supported 250 sales people across the US, Canada, and the UK in marketing these new products and services. Past President / Member at Large: Ann Kenny, MPH, RN has been active at both the HIMSS NCA Chapter and National levels since 2005. Prior to being elected to President, Ms. Kenny served as the Vice President.  She also held the positions of Secretary and Scholarship Chairman. Ms. Kenny is a senior healthcare executive with over 30 years of experience in the federal government/Department of Defense sector. She is a Veteran and retired military nurse with more than 21 years of service, holding key positions, including the Director of Strategic Planning for the Office of the Assistant Secretary of Defense, Health Affairs, and the Executive Officer for the U.S Army Public Health Command. Ms. Kenny has a Bachelors’ of Science in Nursing and Masters’ in Public Health. She has also been an active member on the AFCEA Health IT Committee. Past President / Member at Large: Carol S. Miller, BSN, MBA, PMP is the President of Miller Consulting Group.  Ms. Miller consults with several firms supporting their operational growth, business development and capture/proposal efforts.  Ms. Miller has been an active supporter and participant with the HIMSS NCA area for over fifteen years, supporting the Board on Sponsorship, Bylaws and Policy/Procedure updates and other special projects assigned by the HIMSS President.  She has also served as Program Chair, Sponsorship Chair, Vice President and President of the NCA Chapter.  Currently, Ms. Miller is the Chair of the Communication Committee supporting and updating the web site, and social and digital media.  In addition, Ms. Miller is currently a Fellow in the HIMSS National Organization, the Director for the Ambassador Sponsorship Program for the American Council for Technology and Industry Advisory Council (ACT-IAC), and Past Vice Chair at-Large on the ACT-IAC Executive Committee.  Carol’s LinkedIn profile: click here 

Past President / Member at Large: Steven ("Steve") Erd, MPA brings to LexisNexis decades of government, policy, and industry experience. He has served in state legislative and executive capacities, and worked as a legislative assistant to a member of the US House of Representatives. Steve has focused on healthcare for the past 15 years.  His public service began as an aide to an Ohio state senator while completing his B.A. in Political Science at Ohio State University. Steve has also managed highly competitive and visible state and federal political campaigns. Following his Congressional service, Steve was awarded a Fellowship to complete his MPA at George Washington University.  Steve’s healthcare industry focus coupled with his policy and political background offer deep insight that inform policy discussions and the implementation of government policy including the use of information technology.
