HIMSS NCA Chapter is comprised of a Board of Directors who is dedicated to making the Chapter successful through thought leadership, stimulating and intellectual programs, and opportunities such as Charity and Scholarship, Membership and Outreach, and Advocacy activities. President: Nick Crismali works as a Technical Business Analyst and on the Business Development team with Ventera Corp. With a background as a full-stack software engineer, he recently joined the business side to bring insight towards federal and commercial solutions. As a young entrepreneur, Nick effectively tracked and helped Ventera break into CMS, motivate the successful pursuits of contract vehicles like SPARC and ADELE and drive project specific SCAMPI A Appraisals towards CMMIL3. Nick’s network extends to towards both commercial and federal agencies including HHS, USDA, and GSA. Prior to Ventera, Nick worked in the Senate, and later for VH Strategies on Capitol Hill. Nick brings profound organizational knowledge regarding HIMSS NCA and the various relationships amongst the Board and volunteers. His membership with HIMSS started with the Cleveland Chapter. As one of the first students studying computer science to work with John Paganini and the Global Center for Healthcare Innovation, his class later set the path for concentrations in Health IT. For the NCA Chapter, Nick’s responsibilities as the Co-Chair to the Membership and Outreach Committee has lasted 3 years under Antoinette Williams allowing Nick to directly work with, members, volunteers and the HIMSS NCA board on membership deliverables improving chapter membership. President-Elect: Darryl W. Roberts, PhD, MS, RN, FHIMSS is a Health Policy, Practice, and Research Expert. He is LMI’s Principal Solution Architect for healthcare quality and evaluation. He is also sole-proprietor of DWResearch & Education Consulting and an adjunct professor of evaluation at American University. Over his 30 plus years of nursing and research practice, Dr. Roberts is an experienced evaluation scientist, who has conducted over $45M in contract and grant funded research and development in health IT, healthcare quality, and clinical research for various government, NGO, and private clients. He has also delivered behavioral health care and conducted many psychiatric studies and programs. His previous roles include university professor, lobbyist, consultant, director, and research leader. His expertise includes applying statistical and econometric approaches, quality measurement, productivity, predictive analytics, and pharmacoeconomics to find effective and efficient answers to business and government challenges. Immediate Past- President: Mike Feeser - Michael (Mike) Feeser is a Maryland-based Optometrist with over 15 years consulting on clinically-based IT projects. Prior to his retirement from the Navy in 2017, he served as the Director of Clinical/Business Informatics for the Defense Healthcare Management Systems Modernization, the organization responsible for acquiring, testing and deploying the Cerner/Dentrix Electronic Health Record to over 300 military hospitals and clinics worldwide. In this capacity, he was responsible for leading a team of clinicians and informaticists in the development of functional success criteria for the DOD testing community, and the development and execution of a six-week Operational Assessment utilizing 19 real-life end-to-end scenarios with 50+ functional users from around the world at a testing facility in Seattle, Washington. Dr. Feeser is a Fellow in the American Academy of Optometry, the American College of Healthcare Executives, a Certified Professional in HIMSS (CPHIMS), and is CHCIO-Eligible in the College of Healthcare Management Executives (CHIME). Professionally, he has served the Armed Forces Optometric Society as the Chair of the Licensure by Endorsement Committee, and has published articles on Licensure by Endorsement in the AFOS Quarterly Newsletter. He has lectured on macular degeneration and retina at numerous national continuing education conferences including SkiVision 2011 and SkiVision 2012, and the Armed Forces Optometric Society 2011 annual conference. He has published three clinical care articles in Primary Care Optometry News, a widely read monthly newspaper for U.S. Optometrists. Dr. Feeser served on the Navy Medicine Electronic Health Records Advisory Board, and as the Navy Regional CMIO for the National Capital Area from 2007-2012. Subsequently, he facilitated the development of software interfaces to seamlessly integrate complex exam data into the electronic health record, AHLTA. Total procurements for Navy Optometry under this program exceeded 20 million dollars. Man-hours saved by the modernization have been estimated in the thousands per year. A native of Pensacola, FL., Dr. Feeser earned a Bachelor of Arts degree in Marketing from Florida State University, his Doctor of Optometry degree from the Nova Southeastern University College of Optometry, and completed his Master’s Degree in Government Information Leadership from the National Defense University in 2015. Treasurer: Darrin Washington is a seasoned professional with 30 years of IT industry experience including over 21 years of business development experience within the DoD and the Federal Civilian sector. Darrin is currently a Vice President, Client Executive for CACI International, specializing in the Defense Health Agency and Veterans Administration. Over the last 17 years he has focused on the government healthcare industry. He has extensive relationships within most federal healthcare agencies and has developed a skilled understanding of the federal health marketplace. Darrin has also served as an officer on the Board of Directors for the Health Information Managers Systems Society, National Capital Area Chapter (HIMSS) for 10 years. He is also active in the Information Technology Association of America (ITAA), Armed Forces Communications and Electronics Association (AFCEA) and the Industry Advisory Council (IAC). Advocacy & Community Chair: Dan Blum a retired Army officer, is an independent consultant in the Washington DC area and has been active in HIMSS since 2003. Upon his retirement from active duty he was selected to serve as the Lead Consultant to the “President’s Commission to Improve Cooperation Between VA and DOD.” After that eighteen month assignment he became an independent consultant working with government and industry in the areas of federal health care and research. While his background is in health care financing and managed care policy his passion is using health information technology to move information…not patients. Advocating for enabling HIT is his focus. He has been active at the local HIMSS chapter level and nationally, having served as the first national Chair for HIMSS State and Chapter Advocacy. He has served on numerous national HIMSS committees and workgroups addressing policy issues and represented Diamond Member companies on the HIMSS Government Relations Roundtable. He has been a presenter at numerous national meetings including annual HIMSS Conferences. At the local level he has served as Chapter Program Chair and most recently as Chapter Advocate. Dan attended the Army’s Comptrollership Program (MBA) at Syracuse University/Maxwell School of Government, in 1984, and later completed a RAND health policy fellowship. Outreach and Collaborations Chair: Antoinette Williams, MBA, CPHIMS, the current HIMSS NCA Membership Committee Chair has over 30 years of combined experience in Health Information Technology, Health Policy and Health Plan Operations. She has an MBA from Loyola College in Maryland a B.S. from University of Maryland Baltimore County. As Director, Managed Care for Carefirst -Blue Cross Blue Shield for over 16 years, Ms. Williams led and managed the very successful people, process and technology integration of Carefirst’s acquired Health Plans within the Mid-Atlantic Region. In that role, she was responsible for several Managed Care focused strategic IT initiatives including: the development of a “state of the art” contact center and the related technical infrastructure, a claims processing system consolidation initiative, and the selection, enhancement and the integration of several enrollment and payment processing systems. Ms. Williams has spent the past 16 years as an exceptionally successful IT portfolio management executive supporting Federal health Information technology clients for two publicly traded companies in the National capital area (CGI-Federal, formerly AMS and Northop Grumman Systems Corporation). Her primary client has during this period has been the Centers for Medicare and Medicaid, CMS, Office of Information Technology Services. She has managed over 25 very successful IT programs supporting that agency. Most recently as Director, CMS accounts at Northrup Grumman Corporation, Ms. Williams has successfully led the implementation of among others the HITECH Program, CMS identity Management technologies, CMS Security, the EHR Incentive Program, the National Fraud Prevention System (FPS), the Medicare Part D program systems, Medicare.gov, and the ACA Enterprise Eligibility and Entitlement System supporting the Federal Health Insurance Exchange. Williams Consulting LLC, a Woman Owned, 8(a) and SBA Certified HUBZone Health IT and Management Consulting firm focused on Health IT and Healthcare Management consulting. Our clients have included contractors supporting CMS, CDC and SSA as well State Health Insurance Exchanges and Hospital System based Population Health efforts. As a long standing HIMSS NCA member, Antoinette has HIT experience both within and outside of Federal contracting and recognizes the importance of expanding the NCA membership base. Past- President/Programs Chair: Laura Bennett is a Director, Federal Health at ManTech Advanced Systems International (MASI). Laura is an avid volunteer and has served on Association Boards and Executive Committees in the DMV area; such as; the Women in Homeland Security Board, The ACT IAC Executive Committee and the HIMSS National Capital Area Chapter (NCA). Since 2010, Laura volunteered with the HIMSS NCA Chapter acting in a variety of volunteer leadership functions advocating for HIT. Laura recently served as the President for the 2017 to 2018 season and as the Vice President/President-Elect (2017-2018) and other executive volunteer functions since 2010. Past President / Member-at-Large / Mentorship Program Chair: Ann Kenny, MPH, RN has been active at both the HIMSS NCA Chapter and National levels since 2005. Prior to being elected to President, Ms. Kenny served as the Vice President. She also held the positions of Secretary and Scholarship Chairman. Ms. Kenny is a senior healthcare executive with over 30 years of experience in the federal government/Department of Defense sector. She is a Veteran and retired military nurse with more than 21 years of service, holding key positions, including the Director of Strategic Planning for the Office of the Assistant Secretary of Defense, Health Affairs, and the Executive Officer for the U.S Army Public Health Command. Ms. Kenny has a Bachelors’ of Science in Nursing and Masters’ in Public Health. She has also been an active member on the AFCEA Health IT Committee. Past President / Member-at-Large / Programs Committee Co-Chair and Charity Chair: Barry Dickman has been an active member of the HIMSS NCA Chapter since 2008. He’s a tech-savvy business executive with 25+ years of success in organizational leadership, organizational improvement, and general management in government, business, education and not-for-profit sectors. Barry is a cross-functional leader who energizes and managed the successful delivery of consulting services and information technology solutions to the Federal and commercial markets. He has an established track record of leading major business and technology initiatives. He’s an effective communicator, trusted advisor and confidante who has demonstrated his ability to train and mentor future technical/program leaders and drive improvement in human capital performance. Barry’s volunteer community interests include the role of Past President, formerly Immediate Past President, Board of Directors for the Federal Bureau of Investigation (FBI), and the Washington Field Office (WFO) Citizens Academy Alumni Association (CAAA). Barry’s entire career has been in the healthcare arena. He served as a Senior Executive Consultant with AEGIS.net, Inc. Barry is a hands-on leader with deep experience in a variety of business, healthcare and information technology (IT) projects. He has held senior-level positions at various organizations helping to create business solutions that help meet the healthcare industry's top challenges and brings extensive experience, functional knowledge and management skills to all consulting assignments. He has authored numerous articles and newsletters. Barry holds a Bachelor of Arts from the University of Maryland, as well as a Masters of Health Services Administration from The George Washington University, School of Business and Public Management. Membership Chair: Will Manel is the Business Development Representative for LCG Inc, leading new business efforts and teaming partner management in support of federal scientific, health IT, and grants missions. He is responsible for creating and growing strategic partnerships with small and large businesses, vendors, and federal agency partners; maintains and develops a forward-facing opportunity pipeline across both federal civilian and federal health markets; and provides market and competitive analyses, capture and proposal support. Will has worked with a diverse range of clients, including ED, EPA, DOC, DHA, HHS, and USDA. Prior to moving to the District, Will worked in Beijing, China in marketing and business development, and is certified by the Defense Language Institute Foreign Language Center (DLI-FLC) as a Mandarin linguist/translator. He has volunteered with HIMSS NCA for several years in support of the Programs Committee, and is also a member of the Armed Forces Communications and Electronics Association (AFCEA) Bethesda Chapter. Will is interested in adult and pediatric health causes, and volunteers for clinical trials in support of research to protect and advance human health. Past President / Member-at-Large / Communications Chair and Bylaws: Carol S. Miller, BSN, MBA, PMP is the President of Miller Consulting Group. Ms. Miller consults with several firms supporting their operational growth, business development and capture/proposal efforts. Ms. Miller has been an active supporter and participant with the HIMSS NCA area for over fifteen years, supporting the Board on Sponsorship, Bylaws and Policy/Procedure updates and other special projects assigned by the HIMSS President.
