Jasmine Kaur, CAHIMS, PMP
Senior Financial Analyst at Defense Health Agency
Jasmine Kaur is a Senior Financial Analyst who works with Emerge Solutions Group at Defense Health Agency in support of the DHA Market Transition. Having served as a Medic in the United States Air Force, Jasmine saw firsthand the advantages of interoperability especially when veterans transitioned from Active Duty. This sparked a desire to embark on a career of Healthcare Administration and Data Analytics.
Jasmine has supported the Veteran’s Affairs and the Defense Health Agency as a consultant in different fields such as Communications, Risk Management, Requirements Management, User Training, and Information Technology. She is a trained Project Manager, Data Analyst, and a Certified Associate in Healthcare Information and Management Systems and holds current certifications in these fields.
Jasmine holds a Bachelor of Science in Healthcare Administration and a Graduate Certificate in Data Analytics from George Mason University.
Patricia MacTaggart

Program Manager at Veterans Health Administration
Ms. MacTaggart is the HealthInformatics@GWU Program Director and Health Services Policy and Management Teaching Instructor at The George Washington University (GWU). She has an appointment at the Department of Veterans Affairs - Veterans Health Administration. The Veterans Health Administration (VHA) is the largest integrated health care system in the United States, providing care at 1,255 health care facilities, including 170 VA Medical Centers and 1,074 outpatient sites of care of varying complexity (VHA outpatient clinics) to over 9 million Veterans enrolled in the VA health care program. Professor MacTaggart previously completed a three-year appointment at the Department of Health & Human Services (HHS) in the Office of the National Coordinator for Health Information Technology (ONC) as a Senior Advisor in the Office of Care Transformation. She has been a county, state, and federal public servant for over 40 years, including serving as Minnesota's Medicaid Director. She has been an executive for a nonprofit insurance, an IT vendor, and a for-profit consulting firm. She serves on multiple national advisory committees, including HIMSS, e-HI , National Academy of Social Insurance (NASI), and Academy Health Education Council.
